Music composed by Jerry Martin
Ah, SimCity 3000. One of my favourite SimCity games and largely thanks to its awesome soundtrack by lead composer Jerry Martin (although only know have I discovered that there were many other composers involved with scoring music for this game too). This particular track though, is by Jerry Martin and the aptly named New Terrain is a dreamy, serene piece that starts off with a solitary violin but then starts to build up thanks to the introduction of more instruments such as the xylophone and eventually building up to that glorious piano at the 3:03 mark.
