Ah, I always had a soft spot for the Roman theme - it was especially great whenever you conquered cities with your Roman Legions in Civ 1 with the Roman fanfare in the background.

The Civ II version of the track has a peaceful, flute-led reprieve that starts at 0:08 only to have a frenetic almost panicky passage starting at 0:58.

As mentioned before, Civ II allowed you to play as female leaders as well as male leaders; in the case of Rome, the female leader is Livia which I assume is Livia Drusilla, wife of the Roman emperor Augustus (so maybe this track is more applicable to her than the default male leader, Julius Caesar).
